The new National Intelligence Estimate (NIE) on Dec. 3 said, "We judge with high confidence that in the fall of 2003, Tehran halted its nuclear weapons program." and "Our assessment that Iran halted the program in 2003 primarily in response to international pressure indicates Tehran's decisions are guided by a cost-benefit approach..."
This is very good news, for several reasons:
* We can stop talking about taking military action against Iran, the reason to attack them just went away.
* We can stop beating our chests and rattling sabres and dealing with Iran as an enemy. We can now work with them to further stabalize Iraq.
It'll be interesting to see how the 2nd point comes out, because we've got different ideas on how to do it.

Okay, so we're saying hallelujiah (or is it hallelujah?) for intel that indicates at the end of 2007 that someone thinks Tehran gave up on an nuclear weapons program in 2003 despite the chatter and intel that has indicated they are refining and purifying uranium to weapons grade as we speak?
I don't get it...
Either the international community has just been duped by Crazy Tom in over the past year in the biggest snow job since Rommel's Afrika Korps fooled the British in North Africa for as long as they did or this report is as reliable as finding two identical snow flakes.

A nuclear weapons program is much more than just enriching uranium.
The weaponeering requires highly specialized (and tightly controlled) equipment and specially trained personnel to develop the necessary fuzing and delivery.
The targeting requires highly specialized (and tightly controlled) equipment and specially trained personnel to get the payload accurately on target.
Iran has the capability for neither. I believe they have been enriching uranium. I also concur with the NIE that they don't have a nuclear weapons program.

Well, don't read too much into my joyous exuberance. Iran is still a bad guy and a power player with dreams of making itself a hegemon in the region. My joy is over the fact that France and the US don't need to be working overtime to put together a coalition to begin raining bombs down on anyone in Iran. Something that gave me 850 units of nightly worry now only gives me 450.
Making weapons-trade Uranium is still a very worrysome and dangerous thing, , but as Roper mentioned, enriching Uranium is a far cry away from having a functional nuclear weapons program.

It's all part of the continual geopolitics poker game. If you can make the world think you're crazy AND you have nukes, you've sucessfully bluffed your way into the big-time players table.
To sum up - Reason for happiness: Chance of waking up to news reports of cruise missles flying into Tehran just fell to almost zero.

This is good news, however lets not get complacient.
The report says that Iran suspended their nuclear weapons program in 2003, but it also says that they are moderately sure that the program hasn't been restarted.
It seems there is some valid concern that perhaps the report itself is not as credible as it could be... That perhaps there may be some partisan politics in the mix, and that the report itself is vastly different than earlier iterations in earlier years.
