I think that there's a difference between pointing out the need for change and complaining. Of course, the difference can be a bit fuzzy. I think that the important part is to focus on the opportunity for improvement, and not the current negative state.

Arbi is correct. Addressing a problem to someone who can solve it is not complaining. Griping, venting, and complaining about things in order to get sympathy directs your mind to the negative things in life, rather than solutions. Complaining makes us miserable.
