Got this off of DRUDGE REPORT... Does anyone understand house procedures well enough to know what's going on in our grand Legislative branch and can translate it to lay-man (or lame man) terms? Shiz?

After losing a string of embarrassing votes on the House floor because of procedural maneuvering, Speaker of the House Nancy Pelosi has decided to change the current House Rules to completely shut down the floor to the minority.
The Democratic Leadership is threatening to change the current House Rules regarding the Republican right to the Motion to Recommit or the test of germaneness on the motion to recommit. This would be the first change to the germaneness rule since 1822.
In protest, the House Republicans are going to call procedural motions every half hour.

Latest I heard is that the Dems are going to give up on their plan to change the House rules. There is a good explanation of what is going on at this link:

Essentially, the Dems want to change the rules so that the minority party cannot force an individual vote on an issue. They want to just pass legislation on the basis of anonymous votes. That way individual Democrats can go back to their home districts and claim that they didn't vote for that tax increase, or whatever.
