I don't know anything about this other than what the article says, but it seems to be a better, more sound approach to solving the problem of illegal immigration. It also seems to provide a reasonable avenue for those who are already here to continue to be here -- but now legally while not getting off scot-free as in the previous amnesty or near amnesty approach.

At first I thought that the $10,000 fine might be excessive then I realized that when you calculate what they would have to pay the coyotes to smuggle them over three years it is a bargain. Of course this plan would be a complete waste of time if no real border enforcement happens. I would also like to see stiffer fines and penalties for employers that knowingly hire illegals.
The key is going to be enforcement at the border and enforcement of deporting those who don't get the special visa and who then subsequently do not pay the required fees.
I guess the question really is going to be since it has been created and proposed by the "evil Bush administration", how likely is the enforcement going to happen if it gets put into law and policy, particularly if the Democrats win the White House and retain control of one or both of the houses of Congress?
