It took Nephi and his brothers three tries to get the brass plates. (1 Nephi 3-4) The Father spoke 3 times to the Nephites before they heard his message. (3 Nephi 11) 1/3rd of the hosts of heaven followed Lucifer.

In regards to the 1/3 part, my comments on another thread:
The Apocalypse of John is written with a great deal of numerical symbology. Taking the numbers literally could very well be a mistake. The "third part" is a rabbinical term meaning "a significant portion of", rather like "forty days and forty nights" means "a significant period of time, especially a time of trial."

Something to consider with these numbers is that 6 or 666 is an imperfect number. 7 is considered a perfect number, perfection being God. 6 is not perfect, man or satan.
