A bailiff left a prisoner in a court holding cell for 4 days without food, water, or bathroom access. He's just on "administrative leave", and they're not gonna fire him, because they say he didn't do it maliciously. This person could have died because of his mistake. In my opinion that's criminal negligence. He should not only be fired, he should be tried.

Depends. Was the prisoner a child molester? Then I say promote the guy. Seems pretty severe for a CD pirate though. I bet she never pirates again after that!

I don't know that I would advocate anything so harsh as possible death by hunger and dehydration even for a child molester. Either quick and painless death, or quick and painless castration.

The United States is based on the rule of law, not mob or dictator rule. Without a trial pronouncing a guilty verdict a person remains innocent in the eyes of the state. If the state begins punishing people before they are judged guilty, we have lost a good deal of what was set up in the constitution (I believe divinely), even if for child predators.
If I were to leave a patient locked in a procedure room in the hospital for several days, I would be fired. "I simply forgot" means imcompetence rather than maliciousness. Both are unacceptable for an employee and good reason for termination.
