I would like to see more joint efforts between us and our allies. The US is the main problem in that effort in that we are afraid we'll give away our technology in the process. Perhaps that is more understandable with Russia and maybe slightly with the EU (they are increasingly becoming as much an opponent as Russia) but I am comfortable with Japan. I really do not think we would give away any technology secrets to other countries through joint efforts than we are giving away by other means.
A joint space agency between our allies would be a good thing and perhaps get us to Mars quicker. We have had successful joint efforts with the ESA such as Cassini which has been a great success. There's the ISS that has been successful though we have beared the brunt of costs. Of course, a good ole fashioned space race might give our space efforts a kick start.
afaik, the US and Russia regularly collaborates on projects, and last time I checked they were collaborating with the Mars program as well... The problem is that we're one of the few countries that can afford a space program, so we end up dumping a lot of money into the Russian program, as an act of good will, and that causes space-envy...

I read a lot of science fiction as a kid. All those authors assumed we'd be living on moon bases by 2010. I don't think we're going to make it. But why would anyone want to live on the moon anyway?
Well because it's made of cheese! Of course the only reason we are not living there is that the whole moon landing and space program was faked anyway.
Yes, Wallace and Grommet proved this with their filmed documentary. In fact, they also proved that the moon is inhabited as well... by a robot that needs a dime inserted every so often. And, there is breathable atmosphere too!
