Not only would it not work, it is clearly unconstitutional. We're guaranteed the freedom of assembly. That's why the KKK was never busted as a group; they have the freedom to assemble and wear white sheets if they want. They just don't have the freedom to put a burning cross on your lawn. So, they will be arrested for the specific action, not for being in the group.

Laughable. Fix the problems within the family unit and you will eliminate the vast majority of the gang problem. That or make the Second Coming happen tomorrow, that would fix it too!!!
In Fresno, CA the police got court orders barring the known gang members from hanging out with each other. Basically restraining orders. They busted them every chance they got and it is working. But outlawing gangs will be about as affective at preventing crime as outlawing red lightbulbs would be in ending prostitution.
Roper: I thought the same thing. Isn't the point of a gang to rejoice in iniquity--the criminal element is often a powerful intoxicant to its members, drawing them in by the whole "bad boy" rebellion, fight the system, type mindset that men are prone to fall victim to in their teenage years... :)
