Should we be the ones to do it? We haven't exactly been successful in the past fifty years when we've tried military solutions to regime change.
Japan and South Korea, with their relatively democratic governments and successful market-based economies, would probably be the best place to start in moving toward regime change in NK. However, I think China will be the biggest influence, once they publicly and universally condemn NK's policies as opposed to China's global interests. There's already been movement in that direction on the WMD issue.

I think China will provide only token pressure on North Korea which will never be enough to accomplish anything (if they truly want to in the first place). If NK continues as it has, Japan will be forced to create a military that is more than just a small defensive force. Frankly, with China's growing military and NK's actions, Japan needs to prepare for future instability as the US will be too stretched committment-wise to do enough.
Shiz: I agree. I think they believe they could take No.Kor anytime they wanted, and so they let him pop off... make the west nervous and occasionally undermine US interests.
It might also be a ploy to allow them to take NO.KOR with our sympathy. If NK gets radical enough, we might not protest when they took o'er.
